When was MP4 created?

The format was first published in 2001 as part of MPEG-4 Part 1 (ISO/IEC 14496-1), based on Apple’s QuickTime file format. In 2003, it was revised and given its own standard, MPEG-4 Part 14 (ISO/IEC 14496-14), which formally defined the MP4 file format.

Do I need a special app on my phone or tablet to play an MP4 file?

Generally, all modern phones and tablets have no issues playing MP4 files out of the box. If your video isn’t playing, it may be a corrupt file. You can also try using the mobile version of VLC Player. It’s a well-known, free, open source app.
